Respectfully, I wasn't sure exactly what you were referring too, but that indicator is not an indicator that CYPE is doing a promo. It's an indicator that the Transfer Agent (TA) has "officially" verified the share structure for the parts of the share structure indicated (Authorized & Outstanding) based on that date next to the amounts.
