That might be it - they need to increase the a/s, and they could be sitting on news until they can get the shares to sell it into. So we need to wait for proxy vote, etc. but 10Q is coming as well. Seems they could bring multiple projects up to some advanced state of completion without finally turning on the spigot so to speak.
