Because it hasn't been "proven" to be a treatment for specific ailments, hence the reason for the clinical trials and a D.I.N. number for the product to follow after proven efficacy from clinical trials done on people, which will afterwards allow doctors to prescribe a proven medication for given ailment with confidence. All "Drugs" need D.I.N. numbers to be recognized as a "Drug"
