I use one that is from Etrade - it is not custom designed but they do allow you to make up your own custom scans. The one I use, scans for historical, instantaneous, and time based (like "very high volume during the last 2 minutes). Here is an example of one of their alerts:
Similar to the High Relative Volume Alert, this alert triggers when volume is higher than normal for a time of day for a given stock compared to a historical baseline. However, the data is reviewed every minute so it may show an excess amount of alerts for thinly traded stocks
