This isn't a Chinese RM... it's a Canadian RM into a FORMER Chinese company, and it already has a very low float. You don't have to worry about an RS here.

I've contacted the CEO a few times. They are hard at work on the financial filings, so hopefully it won't be too much longer. He said something about them being reviewed by lawyers and the SEC, so hopefully we're in the home stretch.
