In a proclamation such as this, of coarse there would be no specific mention of any entity. Yet the elephant in the room looms large. This is at least a step forward, as the President has put housing on the radar. It may not happen in April, but at least the "administrative" ball is rolling.

The most logical assumption is that it means absolutely nothing in relation to the GSEs unless directly mentioned. Most of the speculation that indirect comments/events/actions somehow relate to the GSEs have turned out to be completely wrong.
