It has nothing to do with confidence per se.
It has everything to do with confidence. If CA announces a contract now then nobody will give a damn. Simply because they have zero credibility. And nobody cares anymore. Likewise, a share buyback program will not help at all, for the same reason. For the people who are still supporting it
