No I'm pretty sure sec.gov is their site. First it was "not involved in that" now it's a fictitious sec.gov document. It's there all right. If they did sec.g.gov, yes you would be correct. Or any other letters or periods etc. But when it starts with sec.gov/ it's from their site no matter what follows after.
