Fogasa will raise the AS again, dump it, raise again, and so on...because of the many years of high budget P and D, followed by year's of silence and no bid, followed by massive RS, he can only incrementally raise the AS, but, it will hit 15,000,000,000 or so again, keep printing paper, and possibly RS, if they can get it approved. But 10K invested when the P and D started is worth nothing...down 79% since RS, trips soon enough, guaranteed failure
