There is one thing that I think is coming into play that is keeping the contracts from rolling in, and also a reason that this technology could become a new standard in non-destructive testing.

This is: that this process is so good at what it does, the companies that would be contracted to do the repair work and the regulating agencies that have to do the pay-out for work done might feel that this would find too many non-conformities to make the job financially feasable.

Current technologies include Dye Penetration tests and Electro-Magnetic testing that are not nearly as precise as this.

So what I am saying, the government agency in charge of this work would have to make specifications that REQUIRE the level of precision that only this product can deliver. Then and only then, will this become a mandated spec (maybe a Gov. regulation) in the contracts. Otherwise they would try to slide by with the cheapest avenue to fix the problem.

I am very familiar with conformance to contracts in this industry and everyone is trying to get the job done for the cheapest cost. They don't do something like this unless they are forced to.
