Your logic (if there is any) is flawed. SIAF is not a fraud because the stock is down 95%. In fact, most frauds trade at high multiples because they are very good at misleading the market.
And dilution isn't even the issue here. Why don't you calculate the book value per share over the past 5 years and see what you come up with?
