The critical component is the 1 year wait until AFTER at least 30 non-affiliated shareholders have purchased shares.

MM's used to ignore that requirement, but FINRA has been fining a few of them recently for Quoting too early.

Sooo.... the claims that Wayne published a PR saying they would be traded by the March 31, 2017 while knowing there was a 180 voluntary hold are kinda preposterous. Even Wayne doesn't push it that far.

Yet, Wayne wants to sell his worthless shares bad and will say just about anything so maybe he did say it.
