Conclusion :
Rural mortgage lending today has rebounded well from the financial crisis, and community banks and the GSEs have played a critical role in this recovery.
Community banks depend heavily on mortgage financing from the GSEs, and in turn these banks provide a broad array of financial services in rural areas where
there are often few other available institutions.
Proposed changes to the housing finance system could substantially reduce the ability of community banks to effectively access mortgage funding and serve consumers in rural communities.
Thus, any reform must maintain the key features essential to providing community banks the means to compete effectively.
