Probably this assumption is true. Same like MMs due naked shorting of 100s of Millions of shares, then when the due time comes to come up with the money, they transfer their papers of naked shorting to another brother MM, and that MM does the same thing, transfers his naked shorting to a third MM, so nobody has to come up with any money. 3 or 4 MMs can continue doing this on OTC, and if necessary keep those naked shorts ON for several years if necessary, until the stock is very low and they decide to pay for shorts and take the profits. Perfectly legal for OTC as I heard!
