While not conclusive, the most suspect phrase in the communique is “…we are able…” A more direct and proper approach would be, “we are removing”, or “…we have removed…” or “…we will remove (date)...” We are able does not definitively state that it would be removed, therefore, it has no meaning.

I would surmise that the wording was simply parroted from the original, having been sent to Slavo, which stated, “…we are unable to remove…”
