Security would have delist this stock, if they had the proof...

What is "security"? OTC Markets is not a regulator. It has not power to delist anything. The SEC does have the power to suspend trading for ten days. It can also eventually decide to bring a civil enforcement action against the company and its management.

All of that takes time.
