So the fix I just tried, it makes it a little bigger. It's at least usable now, but still doesn't let me pick.

Right click the ETrade Pro icon, go to "Properties", click "Compatibility" at the top, Check "Override high DPI Scaling Behavior", and in the box that says 'scaling performed by' make sure to select "System".
