It looks like it was a start up company from 2008 that was developing Smart Energy Connected Home Products like the SilverStat 7, but the company went under by 2012.
They were a California business entity
Here from the 2010 annual report filed with the California SOS you can see Max Li listed as a director.

So SkiQ is just the latest evolution of the old SilverStat7 technology that came from the failed SilverPac business. Interesting that Max Li chose to use the same screen display on the SkiQ that used to be used for the SilverStat7 device.
If you google Tri Cascade and SilverPac together you'll find that they share a lot in common. When SilverPac Inc went out of business around 2011 or 2012 Tri Cascade Inc morphed up in its place.
