How ever many shares Vista has, they will be gone in jig time when financing is announced. IMO, financing is already assured on some level - hence the large road being built. This road has been verified by boots on the ground. Only an idiot would spend money on a road that they weren't going to need. Jack might be crazy, but he ain't dumb. Therefore, I conclude that a refinery is OTW. Distractors can believe what they want. Makes no difference to my bank account.
