Your referring to different matters, but all one in the same.
There has actually been cases where providers have attempted to do this with in state customers which the issue was (and is) private carriers or USPS has to be utilized for delivery, which, as one can imagine, did not end well. One was a Northern California collective to members throughout the state (of CA), and I believe there was another case in Michigan. (New Mexico possibly...) Fairly old cases, but I'm sure would not yield a different result if attempted today, and of course investigation which would arise (and enforcement) would be (and was) Federal. (USPS).
