An interesting twist on filling an order

without marking it as a short fill happens when a dealer goes short shares without a proper locate ever occurring and sells these shares to another dealer, and then some time afterward, the second dealer that bought sells the same shares as if they collaterally exist, so the second transaction is not marked as a short fill.
