Cannabis Oil Legalization Goes to Governor's Desk

But some supporters blast inclusion of strict testing and labeling requirements

- 11 months after legalizing cannabis oil for a small group of Hoosiers, legislators have voted overwhelmingly to kill any restriction on buying or selling the product.

The House voted unanimously to legalize CBD oil, shortly after the Senate approved the measure 36-11. Both chambers say there's no reason to restrict the oil, which comes from industrial hemp and has only a tiny amount of the chemical in marijuana which gets you high.

The bill requires manufacturers to have labs test the oil to confirm the amount of THC in it, and label the product accordingly. Bloomington Representative Matt Pierce (D) voted for the bill, but says he's "extremely frustrated" by what he contends is a completely unnecessary requirement. He argues the oil has no side effects, intoxicating or otherwise, and says it's implausible that any manufacturer would use legalization as a Trojan horse to sell what amounts to liquid marijuana.

Macy Representative Bill Friend (R) says prosecutors and State Police insisted on the provision, and Pierce says it would be unacceptable to adjourn without legalizing a product he says has delivered "miraculous" results for patients with chronic pain or seizures.

Indianapolis Senator Mike Young (R) says Hoosiers are entitled to know what's in the products they buy.

Legislators legalized cannabidiol last year for patients with certain kinds of epilepsy, but failed to legalize its sale.
