It's just more of the same kind of dilutive financing we've had here for past few years...meaning the company has secured enough money for next several weeks to maybe start unleashing some actual inherent and measurable value from something in their pipeline that causes institutional accumulation.

However if nothing happens of any material relevance then the next probable significant step is Dr. Odidi sacrificing the round 1 longs and initiating a reverse split to ensure the company's survival.
