If you transfer electronically (non-wire transfer), I see it usually 3-4 day after it posts. So if it posts on a Monday, I can usually buy in using TD on Thursday morning. It's because the pennies are nonmarginable funds, so TD delays them.

I don't know if wire transfer gets that nonmarginable funds field populated any faster; I have never tried it. Hope this helps
