You cannot do any of that as reliably (or possibly at all) with just the phone's GPS.

I agree, a smart phone is just that. Smart. But without the OBD or the app, how will the admin know what the car is up to?

Unplug the OBD device and/or freeze the app. Now nothing happens.

I cannot speak for Apple phones, I don't know anything about them but on an Android its easy. I even posted a link from the Google Play store for an app your kids can download for free to freeze their apps. Click the link and read about it in case you are not familiar with it.

Again, I am just saying kids are resourceful. If they want to defeat it, they will find a way. Hard as you may try to make something idiot proof, sooner or later a smarter idiot will come along and figure a way around it.
