Just read the fine print, yep certainly dilution. "In October 2017, the Board of Directors of the Company and a majority in interest of the shareholders of the Company approved an increase in the number of authorized common shares from 1,000,000,000 (One Billion) to 5,000,000,000 (Five Billion).
