L2 only shows MM's best Ask. It doesn't show CDEL, CSTI and NITE 38M .0004 Asks. (Not that it matters, since it will probably never hit .0004).
With zero volume it is impossible to rise to .0003. And that .09 from 10 years back is also impossible.
