No doubt about it. It was a devious way to gain funding for the subsidies that Congress had refused to appropriate. Was all of the NWS used for this purpose? Maybe not all but the majority, for sure. Remember when the automaton (Mnuchin) slipped up and said so? Also, remember that he's been at Treasury over a year now and has done absolutely nothing to remedy the situation. I wonder why?
