Nope. Not a scam. There are scams here and there, but MMEX is not one of them. MMEX is on to something big. What a great idea... a refinery away from the coast, with its issues, and right on top of what has been described as an infinite resource. As well as, with the latest technology and emissions controls employed. Genius.
