He is basically saying the cole memo was just that a memo in my opinion.

The Cole Memo was put in place to tell federal prosecutors not to prosecute.

he said, "federal prosecutors "haven’t been working small marijuana cases before, they are not going to be working them now."

That is my Opinion!
