if he just takes the money it's one thing. if he moves it from account to account to hide he's stealing then it's laundering, which by definition is the act of trying to make illegal money look legal.

It wouldn't be money laundering to use toxic funds for personal lifestyle choices.
Just embezzlement. That's all.
