Lwe, Hopeizzly's correct. Choosing the ballot-option to "Abstain" equals "No" to RS = same as "Against". The only issue that is confusing to some is whether or not Refusing to Vote at ALL counts as an abstention. Ballot has 3 choices (1)For (2)Against & (3)Abstain. Only confusion is....how it's counted if you don't vote at all. Some say that's an abstention; some say it's nothing. Look at Delaware law very closely.
