As a former smoker who was able to quit cold turkey, and from a family of smokers, there is no smoking cessation drug that works without the willpower to kick the addiction. A product that isn’t addicting from the start is the only way to go. Seems like a no brainer to me. The only question is if the FDA really wants to do the right thing, or just something.
