Actually a market has to be proven then the product is submitted to various companies for review. If one shows interest, then a relationship is built and negotiations begin.
Implementation and distribution would be the quickest if the proper machinery is already in place otherwise a lengthy process would arise. Keep in mind that more than one company could participate in the licensing although usually said company would want exclusivity. RSII
