Once you make the decision that you are going to try to monetize by licensing instead of offering shares, how exactly, if the deal seems to be taking too long or is uncertain to occur, do you then make the decision let's dilute immediately? And when do you make that call? Isn't that most likely exactly what Tony did? When he did make that decision, a few weeks ago, word clearly leaked, as usual, and the stock got taken down in the interim. Shocking.
