Were the settlements being misappropriated to third parties a wrong doing towards the corporations, hmm yes but within the conservatorship maybe the settlement was determined to be property of the government in the belief of the director at the time and of course is wrong but there are those that would like to argue that the twins settlement belongs to tax payers ...
