Probably out for an afternoon drive. When they heard some loud speakers they thought they had happened on an old fashion camp meeting and decided to check it out. Turned out to be the ground breaking ceremony.

OR, they were there intentionally because the company he runs is interested in the MMEX project for some reason.

I'm thinking the latter.
