Sorry, I don't believe that to be correct.

If the sec had a criminal case against HEMP and Bruce, they would have brought those criminal charges first.
HEMP has been being investigated for nearly 5 years before, the civil charges were brought against them.
This lawyer was let go by HEMP in 2014, the sec had been investigating him since 2013.
Basically, you are saying the sec isn't competent enough, due to the fact, it takes them 4 years to connect the dots?
That is not true.
