I respectfully disagree, it doesn’t say anything of the sort. Let’s read it closely:

Bravatek is providing the following guidance for 2018, as projected by management at this time (see Note 1) for the telecom portion of our business:

Estimated Revenue between $4.7M and $5.1M

Note 1: These projections are based on management's interpretation of current activities and potential future telecom projects, and they are speculative "forward-looking statements" as described below.

What does this actually say?

First of all the word projection in itself is speculative meaning there may be no revenues at all. This is within the bounds of safe harbor.

There’s two events described that make up the revenue projections as follows:

1. The above note clearly states “management’s interpretation of current activities”. This is ambiguous at best. It means nothing and management could be misinterpreting current activities. There could be zero revenues current or likely.

2. The above note clearly states “and potential future telecom projects”. It doesn’t say there are any current telecom projects or any current revenue or any future telecom projects or any future revenue for that matter. The preceding word POTENTIAL prevails meaning there is currently nothing.

The revenue projection is not only disappointing it is utterly meaningless, but certainly within safe harbor. Of course this is all just my humble opinion.
