Pharmaceutical lobbyist will get on board when it's taxed and regulated where they can make some $$$. The powers that be, need to push for medicinal purposes to start. Recent tax cuts need to be made up for in some way. This is the way. Medicinal needs will be passed, eventually. Then..?
