You are missing the point. OTC is already the wild west. No need to have protection especially under these circumstances where PDXP didn't really commit any wrongdoing. Go suspend a stock like Enron that can truly suck in millions and millions of investors. Your point also confirms that they are only protecting a small amount of investors, thus making it quite inefficient in its purpose.
