These statements used by NNVC and others - "reproducible" for the their chemistry, and "almost no toxicity" for their safety - have no meaning whatsoever without corresponding definitions describing what exactly was measured and how.

There are hundreds of physical properties that could be measured on the chemical reactions they run in the lab.

There are thousands of different toxic effects that could measure in animal or cell culture studies.

The only thing that matters is whether they are measuring the specific things that are of concern to the FDA for approving an IND application. If they were measuring these relevant types of things in the manner required by the FDA, they would be calling their studies "IND enabling" rather than "further preclinical studies".
