JL I heard him say about the bonus or
extra compensation but not the qualifing frequency. Anyway he's just listening to proposals. In Ohio to qualify for a CCL it has to be every 3 years but it's sort of intense and lengthy. I never have seen what "qualify" means in proposals. I think once you go through the coarse maybe minimum once a month time at the range mandatory and then every year to re-qualify for teachers. IMO
