No way it’s capitulation. Someone either dumped which caused the big drop or the MMs took out a stop loss and while down there filled lowball buy orders. The MM makes some money to pay the mortgage on the house in Italy. They inched it down to .66 on four trades then went to .65 then the 88k went at .65. That probably caused some panic and stop losses got taken down to .61 where people felt safe.

As long as “longs” bid low on a low volume stock the price will follow so the MMs can make trades. But so what. The stock goes nowhere when you buy at the ask either so you might as well bid low. Assuming the stock eventually goes up all will be well.
