That article was published on Monday. It appears to be written by someone who attended the California City/mCig meeting last Thursday. Apparently, it was revealed at the meeting, or in a separate meeting with the author, that mCig has received approval from the state. Perhaps it's still unofficial so mCig can't yet release a PR. In any event, you're correct that mCig needs approval from California City, but that may be a rubber stamp at this point once mCig proves they've met all the city's requirements.
