Problem is however, not just too many shares still outstanding, but also at such a cheap PPS the algos are "controlling" the PPS.
If possible, visit a HFT exchange, now numbering 13 available. The algos kick in at a certain PPS on BAC, and other stocks of course.
Yes, a Share buyback is in progress, but BAC is a "dog" considering such poor public relations. They need to loudly announce activity to hopefully keep the PPS moving upward.
HFT exchanges give any and all a "rebate" of .03 cents per share per trade. Do the math on say 100,000 shares traded maybe 3-4 times per day.
