First, it really depends on what your interpretation of big and small is

OTC don't have the same requirements with filings as the big boards and you rarely see Edgar filings in Pinks. Edgar filings are with SEC reporting companies

This tells me they are serious and look to up-list. PPS needs to be above .01 for a certain time to get off Pinks. So you need a slightly bigger company to get you there and stay there
