Nice find. We can speculate they (neom) opted to settle with the "3rd party", and did so by negotiating a payment (300k?) to be issued in shares. From the PR, amount was to be determined by the closing price on friday, and the "3rd party" - by manipulation - gave himself a nice 36.9% bonus from the amount of shares he would have gotten from Thursday's closing price.

I think that about covers it.
