many of the institutions we depend on are not working in the best interests of the citizens



Talk about hitting the nail on the head, you said it. Any gov't, bureaucracy, or any other type of controlling entity develops a sustaining life of their own complete with a survival instinct that equals any you can think of. They usually do not go away peacefully.
