To underline your argument I want to remind you on the survey that was done in july last year.
Back 9 month ago a Putz posted a survey. How many shares the people on this board hold, where they live and so on. The results can be found here: https://www.surveymonkey.com/results/SM-MDYX3W7B/
I crunshed some numbers back that time based on the answers of 76 participants (currently 87 participated).
Assuming the answers are honest and with a conservative estimate the people on the board owned more than 6% of the shares outstanding:

I am pretty sure this is just the lower bound of the shareholders who are longtime holders. Over time people here state that they know major shareholders who don't post on this board but own a big amount of shares and who are also patiently waiting.
Beside the survey was long ago and a lot of people have been accumulating.

Combining Mark's amount of share, Robert Coltura (http://de.4-traders.com/NIOCORP-DEVELOPMENTS-LTD-1409275/unternehmen/), the people on the board and the people they directly know, I wouldn't be surprised if this adds up to one third of shares outstanding.
